Key findings at a glance

  • Access is expanding, but remains narrow. UNESCO reports that the tertiary gross enrolment rate in sub-Saharan Africa was about 9% in 2024, compared with 42% globally.

Expansion has not yet become broad access

African higher education has grown considerably, but the baseline remains low. UNESCO reports that enrolment more than doubled between 2000 and 2021, rising from 4% to 9%. Its 2026 global trends report places the 2024 tertiary enrolment rate in sub-Saharan Africa at 9%, against 42% globally.

These percentages describe more than a shortage of university seats. Access is also shaped by household income, geography, prior schooling, disability, gender, language, conflict, and the cost of remaining in education rather than entering work. Each additional place therefore needs an institutional environment capable of supporting completion, rather than enrolment alone.

The pressure will intensify. Africa has the world’s youngest population, and about 11 million young people enter the labour market each year. Higher education cannot solve employment by itself, but its reach, relevance, and relationship with public institutions and industry will shape how well the continent develops advanced skills.

Research capacity is a systems problem

Research capacity is often discussed through university rankings. Rankings can be useful for limited comparisons, but they do not explain why capacity is concentrated or what would make it more widely available. Funding, doctoral supervision, laboratories, libraries, research administration, data infrastructure, and durable institutional networks all matter.

A 2024 UNESCO briefing estimated that Africa invested 0.78% of GDP in research and development, compared with a global average of 1.93%, and generated less than 1% of global research. A later UNESCO Institute for Statistics release placed research and development spending in sub-Saharan Africa at 0.38% of GDP in the most recent regional data. The figures are not interchangeable: one describes Africa, the other sub-Saharan Africa, and their underlying reference years differ. Together, they show persistent underinvestment rather than a single definitive continental measure.

The central issue is not whether African universities can produce excellent work. Many already do. It is whether excellence depends on a small number of unusually well-resourced institutions, or whether systems can support reliable research careers and infrastructure across more places.

Regional investment shows what is possible

Regional cooperation offers one practical response to scarce and unevenly distributed resources. Instead of expecting every institution to develop every specialist capability, universities can share training, facilities, accreditation, and research networks across borders.

The World Bank reported in 2025 that the Africa Higher Education Centers of Excellence programme had established more than 80 centres in over 50 universities across 20 countries. The programme had enrolled more than 90,000 students, including 7,650 doctoral and 30,200 master’s students, with women representing 32% of enrolment. It also reported more than 130 internationally accredited programmes and over 10,350 peer-reviewed publications.

Those numbers do not prove that every centre or publication has equal impact. They do show that regional specialisation can create scale, support postgraduate training, and connect research more directly to shared problems in agriculture, health, energy, engineering, environment, and other fields.

Digital transformation is institutional transformation

The pandemic accelerated online teaching, but putting a course online is not the same as building an inclusive digital university. Students need affordable connectivity, accessible platforms, reliable devices, supportive teaching, and content suited to local contexts. Staff need time, training, technical support, and institutional incentives to redesign learning rather than simply transmit lectures through a screen.

Digital systems also carry choices about language, assessment, data, and authority. A platform designed for one educational environment may not transfer cleanly to another. Expansion should therefore be judged not only by how many users a system can reach, but also by who can participate meaningfully and whose knowledge is represented.

Mobility should strengthen systems, not empty them

International mobility can benefit students, researchers, and institutions. The problem is not movement itself. The problem arises when leaving becomes the only credible route to equipment, supervision, stable employment, or intellectual community, and when returning carries a professional penalty.

Strong higher education systems make mobility reciprocal. They support regional exchanges, visiting appointments, joint supervision, shared infrastructure, and research partnerships in which African institutions help set agendas rather than merely supply data or participants.

A continental strategy is now in place

The African Union’s Continental Education Strategy for Africa 2026 to 2035 frames education as a right and as part of the continent’s science, technology, and innovation agenda. Its value will depend on translation into national financing, accountable implementation, cross-border recognition, and institutions capable of learning from one another.

The opportunity is larger than producing more graduates. Universities can become stronger public institutions: places where societies preserve knowledge, question inherited assumptions, prepare people for uncertain work, and develop responses to problems that cannot be imported ready-made.

What progress should mean

The most useful question is not whether African higher education is rising or falling in a global league table. It is whether more people can enter, complete, contribute, and build knowledge that matters where they live.

That requires several forms of progress at once: broader access, credible quality assurance, sustained research investment, stronger doctoral training, regional cooperation, better digital infrastructure, and meaningful academic careers. Expansion without these foundations can increase enrolment while leaving the underlying system fragile. With them, growth can become institutional capability.
